As of 1st May, 2025, the Outpatient Management System (JIR – Járóbeteg Irányítási Rendszer) has introduced changes for patients regarding the location and appointment scheduling of their medical examinations.

The following information summarizes what this means, what changes come with its implementation, and how it affects services at the Józsefváros Szent Kozma Health Centre on Auróra Street (JEK) and residents of Józsefváros.

What is JIR?

JIR stands for Járóbeteg Irányítási Rendszer (Outpatient Management System). A legislative amendment has brought changes to the operation of all outpatient clinics in the country and to general practitioners from May 1, 2025. These changes also affect patients.

With this new system, the concept of mandatory regional care has been redefined. Essentially, anyone can now book an appointment at any outpatient clinic in the country, regardless of whether the examination requires a referral or not.

I live in Józsefváros and would like to receive care at JEK. How can I book an appointment?

JEK will continue to operate its own appointment booking system in parallel with the JIR. This means that, as before, you can book an appointment at the outpatient clinic:

  • Online: https://webfonix.jek.hu/fonixweb/
  • By phone: +36 1 790-4721, +36 1 790-4722, +36 1 790-4723
  • In person at the reception of the health centre (22–28 Auróra Street)

In addition, appointments can also be booked through JIR—both for JEK and any other outpatient clinic in the country. (JIR is available via the Egészségablak app and by phone—see details below.)

We recommend that Józsefváros residents who would like to see a doctor at JEK continue to book their appointments using JEK’s own contact options listed above.

I live in Józsefváros, but I couldn’t find an appointment at JEK or would have to wait too long. What can I do?

If you would like to have an examination as soon as possible, we suggest checking the availability of appointments at nearby outpatient clinics via JIR.

You can book appointments through JIR in the following ways:

  • By calling the free Health Line at 1812
  • Using the Egészségablak app, which can be downloaded to any smartphone
  • By logging into the EESZT Citizen Portal and clicking the “New appointment” button on the right-hand side

What should I be aware of when booking through JIR?

  • If you are booking via the Egészségablak app or the EESZT Citizen Portal, you will need a Digital Citizenship Program (DÁP) or Ügyfélkapu+ registration. You can learn more about these by clicking the provided links.
  • For referral-based examinations, the new system only accepts electronic referrals (e-referrals). Appointments cannot be booked with paper-based referrals. If your doctor gave you a paper referral, please check whether they also uploaded it to the EESZT system.
  • A single referral can only be used to book one appointment—you cannot use the same referral to book multiple appointments at different places.
  • If you are not booking at the district outpatient clinic, we recommend choosing a location that is close to your residence or easily accessible, as you may need to return there for follow-up examinations.

Can my general practitioner book an appointment for me?

Yes, but certain conditions apply.

  • For referral-based examinations, you must be present in person at your GP’s office when requesting the appointment. In this case, your GP is obliged to book the appointment for you.
  • For non-referral-based examinations, your GP may choose to book an appointment for you if it is medically justified. In this case, your GP is not obligated to do so just because you ask.
  • General practitioners can only book appointments at two locations:
    1. The healthcare facility that holds territorial care responsibility based on the location of the GP’s practice. For most specialties in Józsefváros, this is the Józsefváros Szent Kozma Health Centre.
    2. The healthcare facility that is territorially responsible based on your permanent residence.

This means that if you wish to take advantage of the opportunity to visit any outpatient clinic in the country, you must book the appointment yourself.

Do you find it difficult to use the online interface?

If you would like to book an appointment at JEK, you can still do so:

If you prefer to book via JIR, you can do so by calling the free Health Line at 1812.
