Feedback and responses from residents on Semmelweis University's new research centre

The new research centre of Semmelweis University is planned to be built on the land bordered by Kőris utca-Diószegi utca-Dugonics utca-Kálvária utca and on the site of small buildings that are ready for demolition. Four new research buildings are planned, and the block rehabilitation will result in an open, permeable, green inner park.

A public consultation was held from 19 June to 10 July 2024. A total of 238 people filled in the questionnaire. The quantifiable results of the questionnaire are summarised in this website article.

Public feedback and responses

The questionnaire allowed comments, questions and suggestions. At the end of this news item, you can see the whole public’s feedback and responses. The questions were answered by the Municipality of Józsefváros and Semmelweis University, depending on who is responsible for the issue.

Based on the public feedback from the Municipality of Józsefváros, the National Planning Council and the public consultation, the plan has been modified as follows:

  • The scale of the development is further reduced, with the planned building units being better integrated with the neighbouring residential buildings. Internal lighted courtyards will be created, which will mean that the side facade of the building on Kőris utca, for example, will be more in keeping with the neighbouring church building and less obtrusive. 
  • Roof gardens and solar parks will be installed on the top floors of buildings where possible. 
  • The path leading to the inner park will be extended from Kőris utca to Dugonics utca, making the area fully accessible without having to pass through the building. The walkway will lead out onto Dugonics utca, which will also allow for a small open space in front of the main building. 
  • Further refinement of the internal garden landscaping plans will allow for the planting of trees by means of slab sinking and the creation of micro-hills. A large area of shrubs and plants will be planted. 
  • The internal park is designed in several levels, so that the seating and relaxation areas are varied. These are planned for the walkway, around the water areas, and there will be mobile chairs and benches to extend the seating areas depending on the season. 
  • Access to the public toilets will be provided from the promenade, which will be operated by the Municipality of Józsefváros.   
  • Several comments have been received on the final design of the surrounding streets (parking, landscaping, traffic flow). These will be examined by the University in the context of traffic planning with regard to traffic flow, road network, bicycle network and accessibility. The specifics will be defined and agreed with the Municipality’s experts during the design phase.

Following feedback from the public, the designers took a structural engineer on a tour of the surrounding buildings. The problems they identified were reported to the joint representatives, and the planned construction is not dependent on their correction. The investors are also carrying out preparatory structural analysis and drilling for groundwater measurements.

On 27 November 2024, the Metropolitan Government Office decided (on the basis of the submitted application) to carry out the construction permit procedure for the Semmelweis University Research Centre and the demolition permit procedure for the demolition of the existing, already vacated buildings and parts of buildings.

This means that residents have the possibility to register as clients, subject to certain rules. This is important because only those who are considered as clients can participate in the building or demolition permit procedure (access documents, make statements, appeal against the decision).
