How  does Józsefváros Municipality calculate preferential rates for district residents?

A Regulation by the Metropolitan Municipality determines the annual parking fees for residents. It is 250 times the hourly parking fee annually. Józsefváros Municipality uses the Metropolitan tariff to calculate preferential rates for district residents for not more than 2 cars. The Metropolitan tariff is HUF 150,000 in zone “A”, HUF 112,500 in zone “B” and HUF 75,000 in zone “C”. Not more than 2 preferential parking permits can be issued for a residential address.

  • Matching the Metropolitan zones, which took effect on 05 September 2022, residential parking permits in Józsefváros have also been identified based on zones “A”, “B” and “C”. [map]
  • Contribution to residential parking could be granted to residents earlier, but – as of January 1, 2023 – contribution to residential parking can only be requested for 2 cars at the same address. If somebody has more vehicles, they have to purchase a parking ticket or start mobile parking.
  • Residential parking permits used to be 100% subsidized by the Municipality, i.e., they were free. That is now changing.

What does it mean for you? How much will district residents have to pay for parking?

  • If you live in “zone A” (i.e., closest to the downtown area), you can get an annual parking permit for HUF 30,000 for your first and for HUF 72,000 for your second car registered at the same address. [map]
  • If you live in “zone B” (approximately in central Józsefváros), you can get an annual parking permit for HUF 24,000 for your first and for HUF 60,000 for your second car registered at the same address. [map]
  • If you live in “zone C” (i.e., parts of Józsefváros farthest from the downtown area), you can get an annual parking permit for HUF 18,000 for your first and for HUF 48,000 for your second car registered at the same address. [map]

Who cannot be issued a preferential parking permit from the Municipality?

District residents who are moving into residential buildings, which have been recently built and are to receive a permit to use after January 1, 2023, may not request preferential parking permits from January 1, 2023.    Metropolitan tariffs will be applied to them, because – according to effective legislation and by the decision of property developers – a suitable number of parking spots must be available for people moving into such buildings.

What does it mean for each car annually? It is HUF 150,000 in zone “A”, HUF 112,500 in zone “B” and HUF 75,000 in zone “C”.

In the case of vehicles owned, leased or hired on a long-term basis by the employer, but in the exclusive use of the resident, the district’s resident parking permit is subsidised by 50% – if no reduced residential parking permit has been issued for the same residence at the time of application.

What does the reduced price parking permit mean for each car per year? 75,000 HUF in zone A, 56,250 HUF in zone B and 37,500 HUF in zone C.

When can you apply for further preferential treatment?

As a matter of course, Józsefváros Municipality has built exceptions into the new regulation, which allow application for further preferential treatment.

  • Residential parking permits will be 100% subsidized for residents or their relatives living in the district if they are in need of regular care in their homes because of their state of health or use regular outpatient services confirmed by their doctor. 
  • Large families in the district can claim a 50% discount on their first and second car. This means that they can
    • 15,000 HUF for the first car in zone A and 36,000 HUF for the second car;
    • in zone B, HUF 12,000 for the first car and HUF 30,000 for the second car;
    • in zone C, HUF 9,000 for the first car and HUF 24,000 for the second car.
  • Pensioners in the district can apply for 50% discount for car 1. Pensioner status is irrelevant in the event of a parking permit for car 2. It means they will have to pay
    • HUF 15,000 for car 1 and HUF 78,000 for car 2 in zone “A”;
    • HUF 12,000 for car 1 and HUF 60,000 for car 2 in zone “B”;
    • HUF 9,000 for car 1 and HUF 42,000 for car 2 in zone “C”.

  • When do I apply for a parking permit?

You can apply for it at any time from February 1, 2023. Parking permits issued in 2022 expire on 28 February 2022.

  • I am a family member caring for a chronically sick adult / child, can I expect getting a preferential parking permit? How do I verify eligibility?

Residential parking permits will be 100% subsidized for residents or their relatives living in the district if they are in need of regular care in their homes because of their state of health or use regular outpatient services confirmed by their doctor.  A relevant form is being prepared which must be completed by the doctor providing confirmation.

  • I am a pensioner, can I expect getting a preferential permit? How do I verify eligibility?

Pensioner residents are eligible for a 50% discount for their first car. The certificate issued by the Pension Disbursement Board (NYUFI) must be submitted.

  • My place is at a zone boundary, how do I know at which zone I must pay?

At zone boundaries the higher tariffs apply for the whole public space.

  • I am a pensioner, can I expect getting preferential treatment? How do I verify eligibility?

The discount determined in specific provisions of the parking permits issued for disabled persons or persons with reduced mobility shall be applied at toll parking provided the original and valid copy of the parking permit of the person involved is placed behind the front windshield of the vehicle so that its front page is fully visible for the purpose of checking validity and eligibility.   Disabled persons or persons with reduced mobility can park their car with their parking permits free of charge everywhere in Budapest. They need no residential contribution to parking.   • I am a person in need, can I expect preferential treatment?

Preferential parking allowance for persons in need is not included in the district regulation.

  • I have a large family, can I expect getting preferential treatment?

A resident with a large family is entitled to a 50% discount on the preferential parking allowance for both the first and second vehicle.

  • My registered address is in zone “C”. Is my parking permit valid in zones “A” and “B”?

Yes, it is valid, except for the areas marked on the form termed ‘ADATLAP’ issued together with the parking permit.

  • I live in a shared flat / house, and we have no separate addresses. What applies to us? 

In case there are two properties registered at the same administrative address as a result of property-sharing earlier, you have to contact the Registry Office of the Mayor’s Office, because the Notary establishes addresses in their administrative area and manages them in a central address register.  You can find more information about it here: https://jozsefvaros.hu/ugyintezes/miben-segithetunk/cimkepzes-es-cimigazolas/

If property sharing occurs after the regulation took effect, you have to pay the full annual fee of residential parking without the discount granted by the district.

  • When / at what frequency do I pay for the parking permit?

Payment for the permit can be made in a lump sum when the permit is issued, or in four (4) installments on request.

The first installment is the proportionate part of the fee calculated until 31 March of the given year.

Issuance of the permits is subject to payment.

The remaining three installments calculated for 3 months of parking must be paid quarterly  based on a pro forma invoice until day 5 of the starting month, i.e.,

the second installment by April 5,

the third installment by July 5, and

the last installment by October 5.

  • How do I pay for the parking permit?

  • I park a company car, what applies to me?

For vehicles owned, leased or rented on a long-term basis by the employer but in the exclusive use of the resident, the district’s resident waiting allowance is 50% subsidised by the municipality – if no reduced resident parking permit has been issued for the same residence at the time of application. The reduced fee is HUF 75,000 in zone A, HUF 56,250 in zone B and HUF 37,500 in zone C.

  • I do not want to pay, where shall I park?

The whole area of Józsefváros is a paying zone except for the MÁV estate.

  • What is the penalty for parking in the district without a parking permit?

The amount of the surcharge is the amount of the one-hour waiting charge for the area concerned plus – if paid within 15 calendar days – the waiting charge for the chargeable period of that day and the additional two hours of waiting time. If payment is made beyond 15 calendar days, the surcharge is forty times an hour’s parking fee.
